Community Leadership

My Story

I am a business woman. I am a wife, mother, and grandmother. I am  a lawyer and a community leader. I am an educator -- serving as a substitute teacher in schools throughout Sussex for several years. Like many Sussex residents, I am also a “transplant” -- my husband, Matthew, and I bought our home in Bethany Beach in 2016. 


But I am concerned that all the things that made me love Sussex enough to move here are in danger of vanishing. That’s why I am running - we need new leadership on the Sussex County Council. 

Advocacy & Policy


Why  I am Running

The Council focuses on land use, which connects to every issue facing Sussex residents today. It affects taxes, roads, schools, affordability, health care availability, and much more. At a moment when “business as usual” just doesn’t work anymore, we need a new voice, a new vision, and a new way of doing things.


Justine's Values

 

I believe in and practice a politics based on common sense. I also have faith in the power of consensus to shape real-world solutions. At a time of increasing division, I know there are issues and ideas around which we can all unite at the local level.  Before each vote on the Sussex County Council, I will ask myself these questions:  


* What will protect local families? 

* What will strengthen our communities? 

* What will safeguard our children, and their schools? 

* What will make Sussex more prosperous and livable for every resident?

Grassroots Organizer

With over 20 years of grassroots leadership, I have co-organized all three peaceful "No Kings" rallies in Bethany Beach, fostering unity and civic pride. 


My efforts,  in collaboration with Indivisible Southern Delaware and the other co-organizers, have mobilized thousands. The March 28, 2026 event had over 1,600 participants!

Policy Advocate

I actively promote policies that support affordable housing, infrastructure development, and environmental preservation. My dedication will ensure that Sussex County grows sustainably and responsibly. 


If you like the status quo, so be it.  BUT, if you want better infrastructure, more healthcare professionals, more housing that is affordable for working folks, and more, then vote for me.

Why The  Head Tattoo? 


Living with Alopecia Universalis since her early twenties, I exemplify resilience and determination. My personal experiences motivate me to fight for healthcare access and community support for all individuals.

A Proven Leader who stands up for our Community

I, Justine Cuccia, am a longtime community activist who currently serves as Vice-Chair of the 38th Representative District, Democratic Party. A wife, mother of two and a grandmother, I have lived with Alopecia Universalis since my early 20's. With over two decades of experience as a grassroots leader, I have been a co-organizer all 3 peaceful "No Kings" Rallies in Bethany Beach, Delaware.  


Here is what I will prioritize on Sussex County Council:  


     * Development is unavoidable, but we have to manage it more intelligently and responsibly 


     * We must link permission for development to improvements in infrastructure, like roads and schools 


     * Because new development saddles our communities with increased tax burdens, we need builders and the new neighbors they bring here to share in that responsibility 


     * We need to protect existing property owners, so that restraints on development don’t limit appreciation on the most important investment of their lives 


     * We must make sure that longtime residents (especially the elderly) are not priced out of living in our communities 


     * If we don’t prioritize people who work here also being able to live here, then every small business in Sussex will be endangered by having to pay employees extra to commute hours each day -- and those businesses will have no choice but pass those costs on to all of us 


     * We need to guide land use to include more clinical facilities, because if we don’t, Sussex’s rising population will turn our communities into health-care deserts


                                                                                                                    

                                                   The Takeaway

There’s a saying that, “if you do what you’ve always done, you’ll get what you’ve always gotten.” I want to do things differently, so that the future of Sussex County can be bright for all of us. And the surest way to achieve this is to envision the tomorrow we want, and then get to work making it happen -- today.
