County Council's Key Responsibilities:
1. Establishing policies for the health, safety, and welfare of county residents.
2. Adopting the annual budget for county government operations, ensuring funds are allocated to meet public needs.
3. Enacting plans for county growth, development, and employment strategies.
4. Overseeing county administration through the County Administrator, who implements policies, prepares the budget, and supervises nearly 500 employees across departments such as sewer, public safety, planning, business development, zoning, and tax assessment.
5. Setting rules and procedures for council meetings, including agendas, quorums, and record-keeping.
6. Approving ordinances and regulations, including zoning changes and conditional use permits.
7. Holding open public meetings to receive public input on matters within their jurisdiction.

Grassroots Organizer
With over 20 years of grassroots leadership, I have co-organized all three peaceful "No Kings" rallies in Bethany Beach, fostering unity and civic pride.
My efforts, in collaboration with Indivisible Southern Delaware and the other co-organizers, have mobilized thousands. The March 28, 2026 event had over 1,600 participants!

Why The Head Tattoo?
Living with Alopecia Universalis since my early twenties, I exemplify resilience and determination. I am also a survivor of two 9/11/2001 cancers, breast and thyroid, after which I ditched wigs and embraced my natural baldness.
My personal experiences motivate me to fight for healthcare access and community support for all individuals.
A Proven Leader who stands up for our Community
I, Justine Cuccia, am a longtime community activist who currently serves as Vice-Chair of the 38th Representative District, Democratic Party. A wife, mother of two and a grandmother, I have lived with Alopecia Universalis since my early 20's. With over two decades of experience as a grassroots leader, I have been a co-organizer all 3 peaceful "No Kings" Rallies in Bethany Beach, Delaware.
Here is what I will prioritize on Sussex County Council:
* Development is unavoidable, but we have to manage it more intelligently and responsibly. We must link permission for development to improvements in infrastructure, like roads and schools and workforce and affordable housing and environmental preservation and water and sewer capacity.
* We need to preserve our remaining wetlands and forests, which will in turn protect our waterways from run-off and our homes from flooding.
* Because each new development saddles our communities with increased infrastructure burdens, we need developers to share in that burden.
* We need to protect existing property owners, so that restraints on development don’t limit appreciation on the most important investment of their lives - talking about you, farmers! There is a balance to be struck.
* We must make sure that longtime residents (especially the elderly and those teens just entering the workforce) are not priced out of living in our communities - in THEIR communities.
* If we don’t prioritize people who work here also being able to live here, then every small business in Sussex will be endangered by having to pay employees extra to commute hours each day -- and those businesses will have no choice but pass those costs on to all of us.
* We need to guide land use to include more healthcare facilities, because if we don’t, Sussex’s rising population will turn our communities into health-care deserts
The Takeaway
There’s a saying that, “if you do what you’ve always done, you’ll get what you’ve always gotten.” I want to do things differently, so that the future of Sussex County can be bright for all of us. And the surest way to achieve this is to envision the tomorrow we want and then get to work making it happen -- today.
what towns does Sussex County District 4 encompass?
District 4 runs from the Maryland State Line to the Indian River Bridge on the East, including:
Bethany, South Bethany and Fenwick Island, and extends West to include:
Ocean View, Millville, Dagsboro, Frankford, Selbyville & North West to include Millsboro & Long Neck.
Another way to look at it is that District 4 includes all of Representative District 38 (Mo Madden) and a portion of Representative Districts 4 (Gregg Linder) and 41 (Ryan Stuckey)
